Is this considered a lotion?

Or do I need to use a moisturizing lotion as well?

This was recommended to me because my skin is dehydrated...but I don't know if it's a serum that goes on as a first layer to help with moisturizure absorption or if it is considered the lotion?

This is not a lotion, it is used like a serum under your moisturizer. You can use this product alone at night before bed if you like.
