Is PCA skin BPO 5% Cleanser less drying than drugstore BPO cleansers? & should I use it 2 times a day?

I use a BP cream all over my face once a day, which really keeps me clear, but I don't like leaving BP all over my skin because of the bleaching issues and possibly its not too great for me in the long run...I've wanted to try a BP cleanser that might just work as well as leaving BP on my skin all over and just spot treating blemishes with it. I've found most BP washes in drugstores just dry me out even though I'm fairly oily skinned, so I'm hoping this really could kill the bacteria on my face, but not strip my face.
How many times a day should I use this, and should I remove makeup before I use if I use it at night?
