From experience I found the Hyper-Vitalizer eye cream to be very hydrating. I have not tried the second cream you mentioned however.

As a base to under eye concealer application?

Many eye creams 'peel/rub' off as under eye concealer is applied. How does this cream perform?

Great finish for under eye concealer application.
(yes, I posed the question so I could share this info)
Unlike a number of creams that I have tried I found this cream to be a perfect base for under eye concealer application. In fact the finish is best when this product is used as the base. My eyes look fresh and young with concealer applied on top of this cream. In comparison, bare skin, any normal moisturiser, or those 'watery' types of eye creams make the skin look old and 'crepe papery'.
I feel that this product provides the hydration and protective barrier that is necessary for the delicate under eye area.
nb: I am not providing a review as I have not used the product diligently for the benefits of reduced colouration and fewer lines - I use retinol containing products for this (in fact I use a cocktail of products ^_^ )
