I would not regard this as a toner. It just provides moisture
and for me a final bit of cleanser. It is very refreshing and
I do not use a toner any longer. With dry or average skin
I do not feel a toner is necessary. This just plain feels
nice and we live in a dry climate so extra moisture is always
a good thing.

It's supposed to be a make-up remover and toner in one, but I'd suggest using a separate toner- L'occitane has a nice one in the Immortelle line: Essential Water Face. Great for gentle toning and softening, especially for drier skin. (See Reviews here. )
