it can be used prior to shaving, but it's just wasting the product. you want to wash and exfoliate prior to shaving. it is not recommended immediately after shaving.

I wouldn't use an astringent before shaving anyway, it tightens the face, which makes it harder to shave. You need warm, opened pored skin to shave.
Now, after the shave, I love this product. There is no alcohol, menthol, or acid feel/smell to it. No exfoliant particles either. It tightens the skin back up post shave and makes it feel great.

There is no reason to use the toner prior to shaving since shaving will get rid of the "toning" results.
I tried to use it as an aftershave but it dries out the skin very badly. Besides it does contain a bit of alcohol.
